Ambassador Program
IACT is pleased to offer the Ambassador Program with assistance from generous sponsors.
Launched in 2004, the Ambassador Program has provided hundreds of cities and towns with onsite technical assistance. Three highly qualified Field Services Managers are on call to share their unique experience and knowledge to help IACT member city and town officials find solutions to common municipal problems and to better understand the multifaceted workings of municipal government.
The Ambassador Program ensures municipal members access to IACT programs and services and serves as a conduit for IACT members to participate in the advocacy process.
With more than 90 years of combined municipal government experience, the Ambassadors can assist members with a variety of municipal matters, including: administration; basics for fiscal officers; community and economic development; environmental management; labor negotiations; police and fire pensions; public finance; public works projects; town incorporation; town to city status; and utilities.

Tom returned to Indiana in May of 2007 after serving as Executive Director for the Iowa League of Cities from 1992-2007. Prior to serving in Iowa, he worked with IACT for 17 years in a variety of positions including Training Director, Legislative Services Director, Membership Services Director and Deputy Director. Tom can assist members with matters such as public finance, police and fire pensions, public construction bids, risk management and insurance, meeting procedures, and community and economic development.

Bill began his municipal career in the early 1970s by serving on various municipal boards and commissions in Tell City, including the Housing Authority and Electric Department Board, and worked as a Building Code Inspector. Bill was elected clerk-treasurer in 1984 and mayor in 1988. While mayor, Bill served as IACT President from 1997-98 and as a member of the Executive, Legislative and Environmental Committees. Bill has a great deal of experience in economic development, and was active in the Perry County Development Corporation and the Tell City Economic Development Commission. He is currently a member of the Perry County Port Authority. Bill also has experience in environmental matters and served on the state Environmental Quality Service Council and the Brownfields Advisory Committee.

Jim Trobaugh
Jim is a retired Colonel in the U.S. Army and began his municipal career in 1984 as a Kokomo City Council member. He was elected mayor in 1996 and led the Superfund site clean-up of the Continental Steel site in Kokomo and also served on the state's Environmental Quality Service Council. Jim was active in the Association by serving as IACT's President from 2002-03 and was a member of various committees of the Association. He has experience in community and economic development and served on the National League of Cities' Community and Economic Development Committee. Although Jim currently works for IACT on a volunteer basis, he is always willing to assist member municipalities when needed.
