This session will cover some of the basics of the office of clerk-treasurer including oaths and surety bonding requirements, powers and duties of the clerk and clerk-treasurer, ordinances, and the Open Door Law.

11:00 a.m. The Role of the Department of Local Government Finance (DLGF)

The Department is the oversight agency for all budget and property tax matters.  The budget process is a critical part of the property tax system which the local units depend on for revenue.  The Department reviews municipal budgets and other local financial transactions for compliance with state law. Department representatives will discuss Gateway, the electronic system that municipalities use for submitting reports, and the key required reports and deadlines for cities and towns. There will also be an overview of the budget process for municipalities.
